		Oh dear...  If you take the vanes out it won't boost much (if at all) as the air will just go around the turbine wheel rather than into it.....  That's why they don't need a wastegate as the boost drops off when the vanes are fully open.   
As others said you will need some sort of control for a VNT, you can't just take the vanes out.  I guess you could compromise by setting them in a 'middle' position permanently, but that would be pointless as you'd gain lag and lose top end.
