If I was to bring the system back it would be for cars registered pre-2001 (51 plate) traded against a sub-120g pkm (£30 tax bracket) cars that must have been assembled in Britain. This gets old cars off the road, guarantees low emissions Eco boxes on the road and supports the car manufacturing industry in this country.
And at the same time I'd changed the pre-2001 tax rules. The 1549cc split would still apply to petrols but the split cc would be 1999cc on diesels (as 90% of old diesels are 1.9s but r still economical so should benefit from being only £140ish to tax).
