Type approval is basically a massive test a new model of car has to go through and pass before its allowed on sale in the UK. They check all sorts of things from emissions to lumens given out by lights, beam patterns, safety features to mention but a few! Once a model has passed type approval, it can be sold in the uk.
If you wanted to get around it for what ever reason though, you would just buy a car in another country and import it although the only real effected difference would be things like light patterns
