Honestly 5 minute job, swearing optional

If the plate won't come off, you wind a bolt into the hole to push it off - old headbolt will fit

Then you can do what you want with the thread, helicoil it in a minute or two or tap bigger thread and put back together, easy peasy.

You will want both rear wheels off the ground otherwise there will be torsional stress on the arb
