Part of the reason it doesn't seem 100% is because when people post saying what the law actually is on a certain subject, people will then reply saying "my car passed an MOT like that therefore it must be legal" or "a copper pulled me over and didn't say anything so don't worry about it", but neither of those things actually indicate that a modification or lack of plate (or whatever) is actually legal.
