Mine's a '93 1.4, it doesn't have covers, just bare sills.
And yes, welded a couple of big holes in the rear arches up, although thankfully mine is sound.
Luckily mines a ph3 so hopefully wont rot as badly but ive still seen a few with rot starting under the sill covers
