Difference between fogs and driving lamps

Fog lights are low level so they light under fog rather than just a strong beam of light which you get from driving lamps...

So would I be able to convert my fogs to driving lamps if I take everything out apart from bulb and reflector

Pretty much yeah. Driving lights are basically like another set of high beams. Fogs normally have a capped bulb in them so they light up the road in front of you but dont just light up the fog like your high beams do.
