I've not played around too much with the TD04's myself, but it could be the wastegate spring is being forced open by the exhaust gasses?

You mention that it is de-wastegated, has the hotside actually had some welding done to it?

Pressurise your intake system, show boost leaks, especially around your inlet gasket

Could be the wastegate still trying to open by the exhaust gases you should weld the gate shut

+1 on the wastegate opening. My T2 does this, it's on the standard setting but the actuator feeds been block now. Hit's a wall at 27psi due to the gate opening itself.

Well inlet has threaded a bolts so that appears to be the problem! Couldn't pressure the system enough so sprayed wd round inlet and engine revd it self

The threads for inlet/ exhaust manifolds don't last long after several turbo changes.

Boost leak and I bet you the gate is still blowing open.

Wastegate isnt any good to them.
I swapped mine to one from a 325tds td04. Problem solved and it seems to have reduced the lag in the boost building.
