Build code 8163 is 16th March 1999. I have no idea why Peugeot don't recognise the VIN. May be worth trying somewhere else to see if Peugeot just keyed it in incorrectly? The first half of it certainly looks fine (VF37CRFS) so if there's any issue with the number it's with the W3270.... bit.
