water in l/h side oh boot?

i keep getting a little ater in my ph1 l/h side of my boot by the lense corner. the lense seems tight and sealed any ideas?

Behind the carpet on the wheel arch there are two holes which should have covers on check they are there.
Also check to see if there is anything behind the covers as this stops water coming up from wheel spray.
