1.8 engine MPG

Hi guys, I have a 1.8L 8v... Anyone with this engine, any MPG for reference? I usually do short-bad traffic-urban-drives but isn't 22-23 MPG a bit too poor? I always expected around 25-26. On motorway it gets reasonable at around 36 or 38. (full tank measuring)
I'm sometimes suspicious about the fuel pump, anyone with PP2000, what's the expected fue ramp pressure value? As I recall, it was arround 900 (mbar?) on idle. I should check it again though.
edit 16/05: Checked it today, the fuel ramp pressure reads 450 mb (is that mili bar?) on idle and falling below 400 with a slight acceleration. Injection time 2.8ms. As far as I know the pump pressure should be arround 3 bar, right? But what about the fuel ramp? I've opened a thread about this last thing.
