Nobody drives around looking for a specific model to get a reg off, they use the internet for research.
Say you have stolen a black 306 rallye, you have no chance of driving around and finding one to clone driving around so you type into google images black 306 rallye and set the search date to the lat week or last month so you make sure you get something that is still likely to be on the road.
Low and behold up pops 3 different members rallyes, 2 with registrations, 1 without. Wont be my car getting cloned.
It also works just as well with more modern cars, say you have just burgled the keys to somebodys very nice white 14 plate mini clubman cooper SD then google image search "Mini clubman uk cooper sd white" and the 10th picture gives you a registration to clone. How many white 14 plate mini clubman cooper SD's have you seen? How long would it take to find a plate to clone? And even if you do find one in the local area there is a chance that the owner of that car will see you driving the cloned one and call the police.
