That's not strictly true. If you make a statement about dangerous driving, by law they have to follow it up. It may not lead to conviction, but then it depends on what driving history he has too.

I took all the google maps images of the junction with road markings and explained how I had done nothing wrong, it resulted in a reprimand of the driver making the allegations who probably didn't even have a UK licence anyway.
you can tell the ones who ride really poorly are the fair weather riders, all year riders have plenty more wit about them.
