Yes, you have to. People have had their cars seized on the basis of undeclared mods. Also if you tell the insurance the car is standard when it isn't then you could be considered to be "obtaining financial services by deception" a fraud offence for which the maximum sentence is 10 years. Not really worth doing is it.
My policy is substantially cheaper all mods declared from a specialist company then any of the comparison sites would do on my car standard but I've had a modified policy for at least 5 years. I think when I first got one it was only a little cheaper but compared getting 6 points on your licence, your car seized and then arrested and going to court its always going to seem cheap.
Oh and I'm 28, nice area, 6 years NCB, 10 years driving, low risk job, SP30, 2 non fault accidents and mine is £400 for the year fully comp, all mods declared and all the mileage with driving other cars, protected NCB and all the other bells and whistles.
