It's somewhere near the steering rack if I remember correctly, sure someone will tell you exactly where.
Just had a look and I don't have the guide for testing the correct voltage on the sensor from Autodata, sorry.

However, check whether or not your ICV is reading correctly, if it isn't replace it. Also, if it is dirty, give it a clean.
They can cause all sorts of annoying problems.
