Thats still not everything you need for legal HIDs.

Washers and level isn't required, there are cars out there from factory without either of those fitted. They're only tested if fitted.

Only required to have washers fitted in NI.

Passing an MOT does not mean that all modifications on the vehicle are definitely road legal.
