Cold air feed

My brother looked at it yesterday and the air filter is underneath the radiator hose :/ it literally nearly weny off the meter i had to turn it off! Its never liked sitting in traffic but that is the worst it has ever been! The heaters inside dont work and tbh i never even heard the fans kicking in i put some more water in it today and its been ok sitting in traffic for a while but too long and it starts creeping up!
