There's lots of different routes, but the essentials are as follows:
A good turbo, 1800 bar rail sensor, 3 bar map sensor (not necessary but advised), decent fmic, 2.5" exhaust with little/no restrictions, r70 pump or bigger, very competent mapper (read - tb205 lol).
R70 pumps can be pushed to 200bhp, but i'm not sure how reliable they'd be. If you're going to stick with an r70 don't get the BMW pump, there's a different one you can use without having to modify it to fit. As mentioned above, AMG tips aren't all they were made out to be, require a lot of work (and obviously cost) for little gain and could ruin the engine if set up wrong.
Clutch: Lots of people have had big issues with CG HDi clutches, helix or sachs paddles are well proven.
Cost: Depends how well you want to do it and how you source your parts, but i'd hazard a guess around £3k by the time you're finished.
Don't know if you've considered this, but 180 can be had with not much extra work over a stage 2, however breaking 200 seems to be rather expensive...
