Likely to be glowplugs, first check they are getting voltage, and if they are check how many amps they are drawing when they are on. Disconnect the rail connecting them, then touch the negative terminal of the ammeter on the glow plug and the positive terminal on the glow plug rail, turn on the glow plugs and it should draw ~12 amps, test each glowplug individually and you will find the bad ones. You can also check them by measuring the resistance between the terminal on the glow plug and the head, high resistance is good, low or no resistance means they are fecked.
