bet you could find a decent block to work on, theres zillions of 1.6 8vs out there...lots of people have turbo'd them so thats food info and parts.. start looking for turbo manifolds and little bits.
you be surprised how much funds you would need for a 16v conversion. and they not that reliable. constant chase for oil leaks
or just rebuild the lump you have. you wouldnt HAVE to go toughened rods if you werent going with stupid boost.
0.8bar from a gt1749...saab turbo, cheap and easy to get, with the right compression ratio, use a metal layer uprated headgasket to do that....and wumph....you be flying
