You need to get some auto glym tyre shine on the black rub strips and bumpers.
pealing laquer: the only quick fix i can think of is to sand it back, clean it right up, re laquer then sand back with a 1200 grit untill you cant see any joint in the laquers . wont be perfect but it will be an improvement right?
