I was just wondering if a phase 3 steering wheel will bolt straight onto a phase 1.

yes, as will 205, 405 and 309 wheels and probs more . .
Phase 1 D-Turdo, K14@24 psi, De-cat, meaty backbox, Bosch pump, grinded LDA pin, duel air fed K&N =133.7bhp & 188ft/lbs

If the airbags look the same apart from the chrome peugeot badge on the p3 then yes they should have the same plugs
