VIBRATION- balancing and tracking done

I'm experiencing vibration of the car when I hit around 70mph. I've had the car balanced and tracked three times in the last three weeks in different garages. The wheel doesn't shake, it's like the whole car.

I was thinking track rod ends or something similar? Any help or advice? I don't want to go spending stupid money bit I really need this sorted it's starting to really piss me off.
