You can get specific tyres which have a dye put into the treads of the tyres.

that ad uses smoke grenades i think. drop some oil into the exhaust for white smoke, thats what the stunt planes do in the redbull air race and whatnot

i think its a mixture of computer graphics aswell. not sure you could get the "star" bit right due to wind etc
