Does a donor pump for a head conversion (11mm) need to be in full working order for the head to be OK? Or does it not matter?
Chances are the head will be fine mate
what about if its been dry for a while, or won't turn?
Most of my pumps I but are untested, I've only ever had a problem with 1 11mm head not working, if it's cheap and it turns go for it

Only if it's cheap enough, it's probably the vane pump which is seized.
