Thought i'd update this for future references.

I found out who owned the land and passed on my concerns and angst towards the situation.

The land owners contacted me and were seemingly apologetic.

They confirmed that they would get in touch with parkingeye and remove any outstanding 'debts'.

Two days later i had a remarkably short letter confirming the "PCN" had been cancelled.

Bumping this as the missus has had a summons relating to an excel parking fine from about 4 years ago, is this legally standing or are the just trying it on again? (she never actually deserved the fine in the first place she paid for a ticket and left before it expired ) [attachment=18339]

Rossendales are a particular case and can just be ignored. These are just phishing letters and nothing will come of it i highly doubt but if you do ever get parking fines again, see my guide in the guides section. They shouldn't be ignored anymore!
