| Had this issue for some years now but I've just put up with it as I've not been able to figure it out.
Sidelights, rear lights and dash lights are always on with the ignition on as if the stalk is ... |

| Pull the retaining clip out, give it a pull and twist motion if it's stuck.
You don't need to replace the fuel rail unless you manage to break the plastic. |
