what do you need to convert a phase 1 to a phase 2 or 3 front end

Headlights (with plugs and short bit of wiring), slam panel, bumper, bonnet, grill, hockey sticks and wings.

No. Need wings if you want to swap the bump strips and not have to glue them on

You dont need the wings. Trust ne I have dine the conversion recently. You will need to adjust the chassis a little with a hammer on the bit between the headlight and indicator.
