The concept of double decker caravans has been around since the 1950's with the Berkeley Statesman and more recently the Kabe royal tower.
The one above looks very much like this one http://www.telegraph.co.uk/property/4810127/Double-decker-stately-home.html built by Daniel Lobb - any relation?
