So yet again I've attempted a gov mod and messed it up but I don't know how? 

So the problem is on first pull of the stop leaver it's stiff and does what it should, but then it's like it sticks there till you pull the throttle then you hear a click in the pump. An the stop leaver is stiff again and does as it should. I attempted to get it running but had the car revving it's nuts off once I started to wind the the fuel screw back in but the throttle wasn't kicking in till half way, I marked the throttle arm before removing and have put it back in the same place.
