How much of an issue would it be if spacer number 9 was missing?

I've got a feeling it might have been missed when I had the pump replaced under warranty years back.

I found the spacer when I replaced the alternator.

Clearly not much of an issue if it's still all working fine several years later. lol

I thought it might be causing the belt too tight sound because of the pump being out of alignment, if it is with the missing spacer?

Looking at the drawing it looks like it would push the pump further to the right (as u look into engine bay) Which would move the pulley across to the right as well?
