What a dick. All it takes is a side wind, or the need to stop suddenly and he could kill somebody. I'm all up for saving money, but not at the cost of lives. Common sense needs to come first.

All these people flapping about licences etc.. shut up haha.. side wind for most caravans causes issues.. those IBCs weigh almost nothing unloaded and there is no way in hell he would be able to pull 24 tonnes fully loaded with that car assuming they are full of something relatively thick like water. (25 if you count the one on the roof).
